166. Supporting Women's Use of Information Technologies for Sustainable Development

  The central question of this study concerns African women's use of information and communication technologies (ICTs), including issues of access, the benefits African women experience and can expect to experience from ICTs, and the role they can and do play in the production and dissemination of information. This study is organised into three sections - the situation of African women vis a vis their social, technological and information contexts; barriers to women's full use of ICTs, and strategies for overcoming those barriers; guidelines and recommendations for future projects and research to facilitate women's participation in the information society.
 
167. Capacity building using an online training course

  This paper reports the findings of an evaluation of an online course for policy-makers in Southern Africa. The objectives of the study were to determine the appropriateness and effectiveness of the management process leading to the development and implementation of the online course; the usage of the platform and CD for online discussions, quality of the online course materials, user-friendliness of the online system, the worthiness of the different types of support systems and the learners' views of the online course. Most of the learners viewed the online course worth taking, though most were frustrated by the low bandwidth which made it difficult for them to browse and surf the Internet and download PDF files.

176. EASSY Declaration signed by Southern and Eastern Africa Ministers

  Johannesburg, 7 June 2006. Government ministers from Southern and Eastern Africa have signed a declaration on the East Africa Submarine System Project known as Eassy. The declaration signed in Johannesburg yesterday commits fifteen countries to this project which is expected to see the construction of infrastructure to ensure cheap broadband access for countries on the eastern side of Africa (from Mozambique to Sudan)EASSY. The construction of the undersea cable is expected to be completed by the first quarter of 2008 according to one of the signatories, Kenyan Deputy Minister David Were.

180. Towards a Public Key Infrastructure Framework for East African Community

  This paper on Deploying a PKI Framework for East African Community was presented at the Cyber Laws Workshop for EAC in Kamapala, April 2006. A PKI (public key infrastructure) enables users of a basically unsecure public network such as the Internet to securely and privately exchange data and money through the use of a public and a private cryptographic key pair that is obtained and shared through a trusted authority. The paper recommends that the East African Community (EAC) spearhead the preparation of regional and nutritional information security strategies with implementation plans.
