  Accelerated reforms undertaken since 1995 in Tanzania have resulted in a significantly liberalized trade regime essentially based on tariffs. A new WTO report on the trade policies of Tanzania says that Tanzania has eliminated its export restrictions and foreign exchange controls and has, overall, made a concerted effort to create an environment conducive both to domestic and foreign investment. However, the report also notes that Tanzania's severely limited export capacity has hindered any significant export-led growth....

  Small businesses ability to create jobs and raise income in environments where economic opportunities are otherwise scarce makes them the lifeblood of most developing countries. However, for all their importance, small businesses face a daunting obstacle whereby far too few have access to regulated banks, savings and loan associations, investment funds, and other formal financial institutions. The level of provision of financial services to the small business sector and other sectors largely depends on the state of the financial system. Existing evidence suggests that despite the financial sector in Tanzania undergoing various development phases, growing small businesses are still constrained in terms of credit accessibility. This paper proposes to policy makers and practitioners in Tanzania, a multidimensional strategy approach that aims at improving small businesses' access to finance....

  The assessment of the policy environment for small enterprises in Tanzania is based on a careful mapping of existing laws and regulations. Despite small enterprise dominating the landscape in Tanzania, this sector can be characterized as survivalist and providing poor quality employment. The situation is aggravated by the policy and legal framework in which they operate. The study shows the encumbrances placed upon them by laws and regulations, resulting in MSEs hiding from their obligations by operating in the informal sector.
