The compact with Tanzania is the largest such economic agreement awarded to date. "My hope is that such an initiative will be part of an effort to transform parts of this country,".

The assistance comes under the auspice US Millennium Challenge Corporation (MCC), a US government corporation designed to work with some of the poorest countries in the world, which believes that aid is most effective when it reinforces good governance, economic freedom and investments in people that promote economic growth and elimination of poverty.
