123. The Impact of E-Commerce on Taxation

  In 1994, e-commerce or literally accepting orders over a secure web site was considered a leading edge. Today, e-business is more pervasive and complex. The term e-business can be distinguished from e-commerce by the fact that e-business is broader and of a higher generation or rather a superset of e-commerce. In Tanzania there are no known studies made to establish the positive impact of e-commerce or e-business. In reality the positive impact of e-business outweigh the negative ones. However, there is a growing concern and fear by Revenue Administrators that companies using e-business could easily hide their earnings and thereby deny the Revenue Authority substantial revenue.

  The national budget announced last week has assumed divergent directions from different interpreters, not least tax experts.
Yet, an apparent convergence seems to be suggesting that its a win-win fiscal budget, though some sections of the investment community are grudging about the abolition of some incentives, as well as lumping of new taxes on raw materials.

The reflections are somewhat personal based on observation, and from time to time, involvement in that scene. FTI is evolving as a good model for the country driven implementation of an MDG linked global initiative by providing a framework and a platform where the country and its donors come to an agreement that follows key principles agreed by the FTI partnership.
 
133. Local Research on the Characteristics of Effective Primary Schools in Singida Tanzania

  There has been a growing concern in Tanzania that many pupils complete primary school withough achieving satisfactory levels of training. This report is an outcome of a research conducted with assistance from ADEA, MoEC, UNESCO and CIDA to study characteristics of effective primary schools in Singida. Some results indicate that some primary schools were more effective when the teacher motivated pupils for effective learning and has the mastery of the content and methodology they are teaching.
