Enhancing government executives awareness on ethical leadership

25 government executives who attended the course on leadership and ethics have received the certificate awards in a ceremony whose guest of honour was the Permanent Secretary Presidents Office, Public Service Management, Mr. Joseph Rugumyamheto.

The course started on 21st to 24th November 2005 at Bagamoyo.

The course has been designed with the intension of enhancing government executives awareness as to what it entails to provide ethical leadership. The course also aims at helping participants to understand the process and therefore make ethical decisions as well as the how and the importance of providing ethical leadership by doing.

Shortly after awarding the course participants with certificate, the Guest of honour, Mr. Joseph Rugumyamheto, said that the positive results from the ongoing public service reforms have generated higher expectations from the public for quality service and higher integrity. He said that this is a challenge which has to be addressed by increasing our efforts to deliver quality services.

According to Mr. Joseph Rugumyamheto, we can effectively deal with unethical practices including fighting corruption if we ourselves are upright people. That is the only way we can send non conflicting messages as where we stand on the issue of corruption and unethical practices.

He said that ethical values and accountability assure the government of public trust because these values enable the Public Service to deliver services professionally whereby honesty, and passion for excellence guides the public servants.

Speaking on the closing ceremony, the Director of Ethics, Presidents Office, Public Service Management, Mrs. A. Nyondo said that the course is expected to run for about 3 years.

She remarked that within that time 300 Directors, assistant Directors and their equivalent will have been changed into leaders of excellence.

She said that this was the second time to conduct the program. She added that ethical leadership course promotes the rule of law, fairness, creativity, transparency and the demand as well as the ability for public servants to account for their responsibilities.

The course has been organized by Tanzania Public Service Commission (TPSC) and Tanzania Global Development and Learning Centre (TGDLC).

Finally, Mr. A. Nyondo conveyed thanks for TPSC for their cooperation and Charles Senkondo (The Director of TGDLC) for buying into the idea of marriage between TPSC and TGDLC, which gave birth to the joint delivery of the course.
