300 Government Executives to be trained on leadership within three years

The program that has been established by (Tanzania Public Service Commission TPSC) and Tanzania Global Development Learning Centre (TGDLC) and sponsored by JICA has intention of enhancing leadership excellence on ethical leadership for more than 300 government executives within three year time.

Already the second time conduct for the program has been done in Bagamoyo where by 25 government executives have been awarded with certificate of participation on the four day workshop on the leadership and ethics.

The first one included a four day training session for 38 Tanzania ambassadors opened in Bagamoyo by Minister of Foreign Affairs and International Cooperation, Mr. Jakaya Kikwete.

The Permanent Secretary Presidents Office, Public Service Management is the one who awarded the 25 government executives trainees with certificates.

The Permanent Secretary Presidents Office, Public Service Management Mr. Joseph Rugumyamheto reveals that the ongoing Public Service Reform Program that his Ministry is undertaking has been achieved through effective leadership at every public service level.

He says that in order to increase quality services delivery and higher integrity in public service, which is the main challenge, then there should be a lot of effort in investing in capacity building and particularly training and application of the imparted knowledge.

At Bagamoyo, the 25 government executives met for 4 days on the training courses on the leadership and ethics. 24 Assistant Administrative Secretaries and one Principal Administrative officer from most parts of Tanzania regions enjoyed the course that aimed at helping them in understanding the process and therefore make ethical decisions as well as the how and the importance of providing ethical leadership doing.

Their has been a high demand of ethical leadership in the whole process of reforming the public service in order to deliver quality service, rule of law, fairness, creativity, transparency and the demand as well as the ability for public servants to account for their responsibilities.

The leadership and ethics program commenced this financial year and it is expected to run for about 3 years and it is estimated that within that time 300 Directors, assistant Directors and their equivalent will have been changed into leaders of excellence.

According to Mr. Joseph Rugumyamheto, indiscipline is still very prevalent in the public service due to poor supervision despite numerous training programs including the leadership and change management programs conducted so far.

He says that corruption, which is both a criminal and unethical behaviour, is still prevalent and is impact negatively on service delivery and the fight against poverty.

The fight against poverty requires effort of each Tanzanians, and we should not leave task to few institutions like the Prevention of Corruption Bureau if we want to rid the public service of this malaise, he says.

Mr. Joseph Rugumyamheto advises the Government Executives that they can effectively deal with unethical practices including fighting corruption if themselves are upright people.

He says that its Ministry will use the recently formed Ethical Committees that are mandated to handle ethical issues including complaints and it will also monitor performance through proper use of open performance review appraisal system that will ensure that public servants account for time and resource used.

According to him, this will reduce opportunities through which unethical practices could thrive.

He says that through the course on the Leaders of Changes sponsored by JICA Tanzania, leaders will be able to put in place organizational climate which inspires and promotes excellence, effectiveness and efficiency thus enabling each public servant to contribute to the organizational goals and therefore effectively meet the public demand for the quality services.

According to the Director of Ethics, Presidents Office, Public Service Management A. Nyondo, studies has shown that only 10 percent of the public servants are unethical and are comfortable to remain so, but majority of the public servants are ethical and they are about 80 per cent and would like to remain so given the right circumstances.

The Director of Ethics TPSC says that only 10 per cent are very ethical therefore they do not provide any challenge to ethical leadership.

She says in a Swahili proverb that Ukiona vyaelea vimeundwa meaning that all that shines are made, and thus the on going public service reforms are the effort that are done in every days innovation and through service delivered by partnership of hard working Tanzania Public Service Commission (TPSC) and Tanzania Global Development Learning Center (TGDLC) as well as Leadership Initiatives Worldwide from Australia.
