| This revised and expanded Project will assist the Government of Tanzania (GoT) to prioritise and deliver essential Government functions in key areas more efficiently and to a higher quality. The creation of Executive Agencies is intended to effect structural and management reforms in the civil service so that services to the public can be provided more effectively and at ‘arms-length’ from the centre of Government. Agencies will be semi-autonomous, and their managers given greater authority over the resources under their control, whilst holding them accountable for outcomes, thereby enabling them to improve the efficiency, effectiveness, quality and value for money of their Agencies’ activities and outputs.

| The Government of the United Kingdom through the Department for International Development (DFID), will provide a Financial Aid Grant of up to £135,000 and up to £1,083,000 from UK/Tanzania Technical Co-Operation Funds over 3 years from January 1996 to assist the Government of Tanzania (GoT) through the Accountant General's Department (AGD) of the Ministry of Finance, to expand the existing Sub-Treasury system from the current 4 regions to the remaining 16 regions and to develop the professional capacity of senior Government accounting personnel. The project, which seeks to improve compliance with the GOT's budget, will consist of: - consultancy help to AGD to develop a standard computerized accounting system, to train staff in its use, and to implement the system in a number of new Sub-Treasuries; - computer hardware, software and associated equipment for running the new system; - development and introduction of a new Management Development Programme for senior Government Accounting and Finance Personnel to be delivered by the Institute of Development Management (IDM) with consultancy support. |
