Multi-Sectoral HIV/AIDS Project
The Multi-Sectoral AIDS Project aims at financing national programs on HIV/AIDS for both the Mainland and Zanzibar governments, in order to reduce the spread of HIV through multi-sectoral actions involving the Government, non-government, civil society and community organizations. To this end, the project components will: 1) mobilize communities to expand, and strengthen activities to be funded within the full spectrum of HIV/AIDS responses for prevention, care, and support, as well as mitigation of socioeconomic impacts of the epidemic. The conceptual basis for this component is that the factors determining the spread of HIV are only to a limited extent under the influence of the Government; thus, where traditional, cultural values become critical, civil society has to play an important role as a partner responsive to the epidemic; 2) provide funds to strengthen prevention, care, and mitigation of the epidemic through public sector programs, supporting: a) the Ministry of Health in the HIV/AIDS work-plan, that includes medical interventions, procurement of commodities and services, and awareness campaigns; b) other ministries, departments, and agencies (MDAs) to implement their own comprehensive work-plans, addressing both the internal, and external impacts of the epidemic in the specific ministry, relative to their work. Capacity building, information education and communication campaigns, and, impact studies will be supported; 3) support the Tanzania Commission for AIDS (TACAIDS) in fulfilling the HIV/AIDS coordination mandate, i.e., its advocacy, providing leadership responsive to the epidemic, and monitoring and evaluation responsibilities, including institutional strengthening, and core functions related to TACAIDS' mandate; and, 4) support Zanzibar HIV/AIDS similarly to the three previous components to the Mainland, though details within this component will be further elaborated, in a more flexible, dynamic response given the smaller scale of Zanzibar...

Poverty Reduction Support Credit Project
This Poverty Reduction Support Credit (PRSC) builds on recent reforms undertaken by the United Republic of Tanzania and support the implementation of Tanzania's Poverty Reduction Strategy (PRS) as summarized in the Poverty Reduction Strategy Paper (PRSP) and subsequent updates undertaken with annual progress reports. The first PRSC focuses on private sector development and public sector management to complete and deepen the reform agenda defined under the Programmatic Structural Adjustment Credit (PSAC) and lays the ground for attacking income poverty more aggressively. It is envisaged that there will be at least two further single-tranche PRSCs. The operation will support the implementation of Tanzania's Poverty Reduction Strategy by: 1) accelerating growth with a key target therefore being to raise growth to between 6 and 7 percent in the medium term through promoting higher private investment, reducing the cost of doing business, and enhancing the efficiency of the Tanzanian economy; 2) broadening the impact of growth through Enhancement of the profitability of agriculture broadly and export products of rural origin in particular, through better quality, higher productivity, reduced marketing cost and improved access to markets; removal of remaining institutional constraints on rural activities; and removal of remaining institutional constraints on rural activities. 3) aligning public investment with PRS goals: and 4) Increasing efficiency of public service delivery, particularly accountability mechanisms combined with capacity building at the local and central government level...

Second Poverty Reduction Support Credit
